It was said you cant downgrade to 10.3.1 but i was able to discover Q10 10.3.1 that support all bb10 model with 10.3.2.2639 to downgrade.

Now  All You have to do is to Downgrade your phone To blackberry v.10.3.1 when you downgrade it, it will allow you to setup the phone with new blackberry ID. and then later upgrade to latest version which is currently Blackberry 10.3.2.
