I found that Google added Gamer IDs features in this Google Play Games update. Yes, Gamer Ids now available for Android users. Follow This instruction to Set-up the ID:

You need to create the custom username to set-up the Gamer ID

Here is the second new feature of this update. Auto sign-in option. Yes, Google added new auto-sign in option which will support all the Android games. So, Now you dont need to sign-in every time while restarting or starting the game.

Third and the last is, "Bug fixes". Google fixed all the bugs from the app in this update.
